I am so confused. Who wins? According to news report ESA loses.
This is like the T/C debate …
After a quick search it looks like everyone in the media is putting their spin on it, but the bottom line is that by the end of the next Nevada legislative session it will be a solid win for the ESA.
The program was upheld. The funding mechanism was struck down.
