Secretary Duncan tells a self-selected audience what they want to hear. The gullible Mr Hess is impressed. Why? There was no courage, no exceptional honesty, or unusual insight on display. Did the Secretary offer a way out for parents of children stuck in wretched schools? Did the Secretary suggest how courageous members of elected school boards could survive the opposition of unionized public-sector employees? No.
He killed the DC voucher program. Who cares what a liar says?
