So Delaware has “floundered” for 6 years while Florida improved over that same time to reach the same achievement levels as Delaware, but Florida loses points for wanting to let its top students “flounder” ie achieve at the same high levels as Delaware?
If so, why isn’t anyone else pointing out absurd examples of potential human bias in the race to the top?
