You are certainly right that students, their families, and their communities share in the responsibility to succeed in school.  But if we really believed that the widespread failure we observe is due largely to factors outside of school control, then we would come to the conclusion that schools can&#039;t really make a difference.  And if that is true, we should stop giving them half a trillion dollars each year, since it obviously wouldn&#039;t do any good.

I don&#039;t believe that and I suspect neither do you.  I feel safe in saying that schools share a large part of the failure and can be expected to do better.]]></description>
