Just as, in personal relations, &quot;I&#039;m sorry you feel that way&quot; evades responsibility for causing an injury, so does &quot;I&#039;m sorry THEY made me do this&quot; evade responsibility. 

Perhaps this principal intends &quot;I&#039;m sorry&quot;  not as an apology, but a description of his feelings, like &quot;I&#039;m sorry to hear that your mother died in a car accident yesterday&quot;. In that case, this principal has declared his opposition to his employer&#039;s policy, and should quit or be fired.]]></description>
